I've been listening to this excellent singer/songwriter album with Lloyd all over it, as the name suggests...
As I've seen Lloyd reply to posts through a member here, I dare put this question to Mr Green himself:
How did you tune your steel on this project, as far as sweetening the thirds go?
The intonation with the other instruments is so good that whatever system it is, it will be mine also from now on

The story goes that Jeff Newman got the values for his tuning card, by measuring Lloyd's guitar after Lloyd tuned. So I think that it is very near those values.

I believe Jeff actually studied the tuning procedures of many of the top pros around Nashville. He was a sponge when it came to steel guitar knowledge. He soaked up everything possible from everyone, then digested it and taught it to anyone who desired to know. And I'm sure Lloyd was one of his main sources for such info.

My take on the tuning chart... I remember Jeff telling us at seminars that he and Lloyd got together and worked out a tuning chart. This was way back in the late 70s. Then, when I got back into steel around 2005, I discovered that the tuning chart on the Jeffran web site was slightly different from the original one. That is the one I use to tune up my BenRom's. When Dale Rivard comes to do his test play, he always tweaks the tuning a bit even if it is dead on with the chart. So it looks to me that it is an individual ear thing.

I submit it's a combination of individual ear and individual guitar (presumably both resonance and cabinet drop enter into it).
I remember that Jeff would announce a new version almost every time he got another guitar.
Set the tuner to ET.
Tune it by ear after tuning the Es.
Observe the values.
Those are the values for you and your guitar.
It's entirely likely that Lloyd wouldn't tune your guitar exactly like he tunes his.
