My string 4 E lower JUST makes it flat but the adjustment screw at the endplate is all the way out practically. I know I'm going to get to a gig and have it go sharp on me and not be able to adjust it. I looked at the retainer on that lower and it is not stopping it. This is my first time really even want to get another my push-pull, but it seems like it must be straighforward, or there's another stop I'm missing.

make sure that 1) there is enough slack in the raise rod for that string to lower far enough..
and 2) there is enough travel on the pedal rod stop adjustment.

In addition to Chris's sage advice, make sure that the 4th string raise finger is touching the body of the steel when you press the C pedal
