Hi, I would like to add two tuning rods (pulls) to my Emmons Legrande at the 4th pedal. When requesting them through the company, will I need to give lengths or will they automatically know if I say fourth pedal?

Roger is correct.
This is true IF you have a true Emmons Legrande II. However there are a few of them out there that are called II's that came with 4 hole bellcranks. I bought one. IF you have one of these, best to tell Ron that; since the length is not nearly as critical as a guitar that has the 14 hole bellcranks; since you can cut them to length if you have the 4 hole bellcranks. With 14 hole bellcranks, they must be an exact length; and the unthreaded end must be grooved, then bent into an "L" shape.

Carl, I do have the 14 hole Bell cranks. My plan is to add the Franklin pedal to the "A" pedal position and scoot everything over one pedal. What do you guys think??

Wayne,
A number of players are doing just that. The reasoning is; The PF pedal is often used just before or just after the A pedal. So it tends to make sense.
