Got me a nv1000 and I'm getting a bad hiss whether my guitar is plugged into it or not. The treble and presence control effect it some but there is still a continual hiss even at low volumes. Is that normal?

I'd pull the chassis and swap the chips around (or replace them).

I put the new chips in (Ken Fox Kit) a few weeks ago and it sounded great, then it just started hissing one day out of the blue. I've got a guy looking at it.
