I have a copy on tuneitup by Jeff Newman, it doesnt give X Lever b flat in cents... Im sure someone here can help...

I tune mine 4 cents flat. How do you tune your F#?
You'll want it 6-8 cents flat of your F# value (its main use is the 3rd to F#). _________________ 2 pedal steels, a lapStrat, and an 8-string Dobro (and 3 ukes)

I tune 1 & 7 string +6
C pedals 4th string -2
I guess -4 is a good compromise |

Thanks, I'll try by ear against F# (didnt think of it; too many possibility on pedal steel for this newbie!!!)
And note where i am in terms of cents but i guess -4 would be a good place to start

Jeff's Universal 12 chart (with F# +6 cents) tunes the X lever +2 cents (+.5 Hz). |
