I recently picked up a Keyless SD12 Universal BMI Push Pull Steel.

Is there an specific order that that for tuning the raises and lowers. Do you tune the open strings first?

I've had a couple of those BMI's. I don't think I ever noticed anything that needed to be done in a particular order. On any guitar, I usually tune the open strings first, then the raises, then the lowers. They are nice, easy playing instruments.

Gordon,
You tune it the same way you would a regular all pull. Tune open tuning then tune your raises and lowers. I have two of them and love them both,
