Is there a program where one can enter psg tab that will print out standard notation?

Yes, TablEdit does a good job of that.

I'm not familiar with tab edit.

But I've written an article about how to read music on the E9 neck, which I will send for free to anybody who e-mails me and requests it.

My method is not easy. It requires a fair amount of effort. But it does work. If you follow and learn it, you will be able to look at a piece of sheet music and figure out how to play it.

Please send requests for the article via E-mail, not a P.M.
