I'm looking to buy a new steel guitar within the next few months and want to know how manufacturers handle the copedents of different players? Do most companies have the buyer specify their copedent and then they build a guitar based on that?

Yep. The only exceptions are the student and some of the low cost guitars which come with their own copedents and can't be changed.

MOST steels get made to order, so there are few "standard setups. HOWEVER, if a guitar got built to become an inventory guitar at a music store, each maker tends/tended to have their own "default" setup (Emmons would have Es on the left, RKL raised 1 to G and lowered 6 to F#, and RKR lowered 2 and 9).
If you want more than 8 and 5, it'll cost more for the extra hardware.

Most companies show their "Standard" setup, and price for that Setup, on their website.
Then they often will also show prices for additional pedals and levers, addition of half-stops, splits, pickup options, etc.
