I hope this helps somebody. I fixed my problem with help from Bud Carter. What a nice man to take the time to call me and immediately tell me what the problem was and how to fix it. I'm honored to have talked to the guy who designed my guitar.

If your MSA Semi-Classic / Classic will not pitch up or down correctly on a pull. The symptom is when tuning the pull, it will tune half-way and then reverse back in the opposite direction. the farther you tension the pull the more it reverses back in pitch. So on my guitar the 4 string E to E-flat would never get a full pull. I would wrench down on the nut, it would drop a little then start to pitch back up. What's happening is both fingers are being activated at the same time. It was both pulling on each finger simultaneously.

Two things to do first. Flip the guitar so you're looking at the underside.

1- look at the changer finger stop bar. There is a flat metal plate that's just in back of the fingers where they are when at rest. If there is a groove where each scissor sits, in the stop plate, unscrew the four screws and flip that plate over so you have a non-grooved surface for the fingers to rest on. You will have to take the strings off first, then you will easily be able to take the springs of the finger. Leave the spring attached to the end plate where they attach to the guitar chassis. Flip the plate, Put the springs back on the finger.

2- Make sure the changer is tight to the chassis. The changer on my guitar was loose from the chassis. I didn't even realize it. Bud asked me to check and sure enough it was. When you look at the bottom of the changer from below the guitar, there are four big screw/bolts. One on each corner of the changer. They're fairly sizable compared to all the other bolts. They should have a big metal washer attached to them. Screw those down. They shouldn't be loose at all.

For the entire existance of my guitar I had no 4th string lower. Now I do. The damned thing actually plays and sounds better now too...

I know I mention some instructions that would be glaringly obvious to a lot of people here, like flip the guitar over etc. but I wanted to give instructions like I would had needed when I first started troubleshooting this problem a year ago being brand new to the PSG.
