The guy on ebay says that it worked like a pedal steel!

Yeah, you'll find steel guitars that have those sorts of modifications made to them to attempt to mimic the sound Bud Isaacs got in Webb Pierce's "Slowly" and other songs of that era.
I've seen all sorts of home made pedal steel attempts on non pedal guitars, some of which worked pretty well, some of which were pretty awful.
It shouldn't damage the overall value of the guitar too much - it looks like a pretty well done job.
