When you say 'won't shut off' does that mean that it won't lower the volume? Or that the lamp won't turn off?

LDR pedals have a mechanical system where the light from a lamp, LED whatever is exposed gradually to a CdS photoresistor (the Light Dependent Resistor) using a shutter system. Sounds like your shutter has come loose... you should be able to open the case and see what's wrong inside. It could also be a burnt-out lamp... the LDR can be either a pass element (sound goes through it) or, more likely, a shunt element (it shorts out the sound)... if the lamp is burnt out then it won't shunt the signal. Open it up and check it out.

The LDR2 has 2 light bulbs so it will still work when 1 bulb burns out. But definitely look inside.
