What kind of mic? A "PC" mic or is it a P.A. type mic? A PA type will not work properly as its level is too low.

Also what kind of PC? Is it a desktop or laptop?

Has the mic ever worked?

If the mic works with one program, it should work OK with another.

Have you tested it with a recording program. The Windows Sound Recorder is a good program to test it with.

Is the Echolink program active all the time? If that is the case it could have the mic "captured" and its not available for any other use.

Two items.

1. Make sure you are using the sound driver from the PC vendor and not the generic "HD Audio Codec" driver that Windows will install. Non-Vendor drivers in many cases do not work correctly. You can check what driver is being used in the Device Manager. Click the start orb and then enter "Device Manager" in the search box and the Device Manager will show as one of the program options.

2. Go to the Control Panel/Hardware and Sound and finally the Sound panel. Click the Recording Tab and see what the status is for the mic. Also in the recording section, you should have an option for "Stereo Mix" (could be listed as System Mixer or if you ahve a SoundBlaster sound card they call it "What you hear"). If its showing enable it and make it the default recording device. Then whatever input you do, mic, line in or streaming audio from the Internet you select the Stereo Mix (or whatever yours is called) as the recording source. If its not showing, RIGHT click in an empty area in that panel and then check the boxes to show disabled and show disconnected devices. The Stereo Mix (or whatever) should be showing and you can then enable it and make it the default recording device.

Edit/Added: I've added two pictures, the first is the Device Manager and the second is the Sound/Recording panel.
