Just exactly is the "Frankiln Pedal" I have heard different ideas abd I'm confused?

My understanding is that it is a pedal that lowers 5, 6 and 10 a full step. That is B to A (5), G# to F# (6) and B to A (10).

Can anyone else confirm or deny?
