I am wondering if a guitar like this with 8 strings and four pedals would be useful for a beginner who wants to play western swing and country, and so far has worked on non pedal C6.
If yes, would this particular guitar would fit the bill? I need to travel about 2 hrs to see it.

Kind of puzzling that you're questioning this
pedal steel in the 'steel-without-pedals' column:
Are you asking if this would serve you well as a non-pedal
guitar, ie. playing it without making use of the pedals?
Or, are you asking if this would be a good guitar for you to use
to begin using pedals in your playing?
If the latter, I would be concerned about whether the mechanics
of this guitar could handle whatever tuning I had in mind. I suspect
that this guitars 'tone-changer mechanism' might a 'push-release'
mechanism, which has it's own set of capabilities and drawbacks.
