A rack is a box that has rails inside to mount "rack mount" effects and other things.
Preamp:
If you take a typical amp, say a Twin Reverb, there are basically 2 main sections. Preamp and power amp. The preamp is where the tone controls, and any effects like reverb are. It feeds into the power amp section that makes it loud. You can buy preamps that will mount in a rack. Then you run effects through their effects loops. The the preamp feeds into a power amp, which can also mount in the rack. Hook the power amp into some speakers, and away you go. In my opinion, and I have used a rack system twice in my career, it's more hassle to carry more stuff around when the audience isn't going to know the difference.
