Almost all the time, on a horizontal instrument played with a bar, as close to level as you can manage makes your life easier.
YMMV.

Because my legs are long from my knees to my heels, mine tilt forward. If I sit at a level guitar, it feels like it's caving in on me!

Clark, there's one determining factor: your right hand wrist MUST NEITHER DIP NOR ARCH as you transition from arm to hand. If it does, extended playing time (like three or four 45 minute sets) will cause binding, numbness, etc.

I always slope mine slightly forward. For me it makes it easier on my wrists
