Ernie is a big Buddy Emmons fan. Good pickin'.
I've had the pleasure of working with Ernie a few times over the years.

I wonder if this side is from the '80's when BE & Ernie Rowell were both on the Ray Price band. I say this because it sounds like Kenny Sears on fiddle who was also there. This edition of the Cherokee Cowboys appeared on Austin City Limits - June 6, 1981.

On part of this song, Emmons is using the semi-mute blocking technique - blocking with the right hand on the bridge and letting the strings ring through. This sound is associated with Jimmy Crawford & Russ Hicks. You can hear BE using this blocking technique on the song "Orange Blossom Special"' from the Buddy Emmons: "Steel Guitar" LP (Flying Fish 007) released in 1975.

It's BE imitating RH on strings 5,4,3,2,1 and RH imitating BE on strings 9,8,7,6,5 or visa versa. LOL

From Ernie, his own self:

Hey, Cal:

Yep, that's Buddy back when he and I were with Price for a while. He played just what it needed, but then he always did.
