I was always under the impression that it was Mooney. But today I heard it again and started wondering. I still think it is Mooney, but now wondering if it might have been Hamlet.

It's Ralph Mooney because the song was released before Norm Hamlet joined The Strangers-the song was released in '67 and Norm Hamlet joined the Strangers the same year, but Ralph Mooney played on the song with Merle

Is the song in question I Threw Away The Rose?
There are at least three versions available on Capitol Records CDs; all are superb. Sounds like Mister Moon on all three to me. On the hit single (per Wikipedia):

Merle Haggard – vocals, guitar
Roy Nichols – guitar
Ralph Mooney – steel guitar
George French – piano
Jerry Ward – bass
Eddie Burris – drums

Unlisted but audible:
Bonnie Owens - background vocals

I heard way back that it was Fuzzy Owens for whatever reason. I thought the volume pedal work sounded different from Mooney or Hamlet. Ken Collins

Right after that song was released Haggard came to Tulsa and played Cain's Ballroom. They're being 75 people there at the dance and Fuzzy Owens played steel for him on a brand new Fender 2000 D-10 8 on the floor. During the break time he showed me the kickoff and turn around as well as many others as I was just learning what a pedal steel guitar was all about.
