Why won't my LeGrand II allow the 8th string to return completely? Tunes OK on the the raise to F and the whole tone lower, but the note stays slightly sharp when open. Why?

That is called "hysterisis" and happens on all steels that have a string that is both raised and lowered. When you lower it and release it can come back slightly sharp.

Some of that can be the nut rollers but most of it is just inherent in keyed (tuning keys) guitars.

My Franklin has tuneable drop return compensators that allow tuning out the "hysterisis". Some early Emmons all pulls also had the compensators and some older Zum's also had them.
