Sounds like Curly Chalker, or Big Jim Murphy, to me, but I don't know who the singer is. Come to think of it, could it be Jim Murphy with Asleep At The Wheel?

The clip comes from the Buddy Spicher album "Me And My Heroes", with Buddy, Red Taylor and Dale Potter on fiddles, Charles Dungey on Bass and Vocals, Harold Bradley on Rhythm Guitar, Grady Martin on Lead Guitar and, last but definitely not least, Curly Chalker on steel.
