Sometimes on the forum the screen scrolls to the bottom and won't go back up even with force. Try to take it back up and it flickers and shakes and goes back to the bottom. How do you fix that?

That auto-scrolling sounds like a mouse/pointer problem. Check your Mouse settings in Control Panel. If the mouse is battery operated, change the batteries. Also, check to see if the buttons, or scroll wheel are jamming. Check your arrow keys on your keyboard for jamming, plus the page down button.

If this is a older Dell Latitude laptop, there is a known bad pointing stick problem that can be fixed by reading the blog article I wrote about fixing a wandering pointer in Dell laptops.
