I found this site:

and I understand how the chart works, I just don't understand the point. I instantly understood E9 tuning and how to use it in a I-IV-V progression. I'm considering getting a 6 string pedal steel and I prefer C6 tuning. I would like to know what is possible with this copedent and how it was developed.

It's strings 2 through 7 of the standard C6th pedal steel copedent. The pedals map directly to pedals 4 through 8 of a D-10.

P1 makes D9
P2 makes F9
P3 makes Cmaj9 (or G6)
p4 makes A7#9

Other chords are made by combining the knee levers with the pedals. Almost all so-called "jazz chords" can be played on the C6th copedent.
