What is the reason for it being there?

Anyone notice any differences in sound without the foam being there?

It's probably there to cut down on dust and dirt from getting into the voice coil,magnet gap of the speaker. Over time, the foam will deteriorate into a powder and get into the magnet gap,where it will heat up from the movement of the voice coil and it will melt and cause the voice coil to fail.
