I just picked up a national dyunamic, and the tuners are still there with buttons, but are a little tough to turn. Is it an easy or direct replacement?

Yes, it's both an easy and/or direct replacement. The National Dynamics I've seen all used Kluson-style tuners, which are available from many different sources. It may be easier to replace the tuning buttons which have disintegrated.
