I have a Fostex 8 track recorder with a USB port and a fairly modern desktop (about a year old).

Can I use the Fostex as a computer interface to talk to the PC with Reaper software on it?

Most of the Fostex products that I have seen do not allow the USB to be a direct interface. It acts more like a drive connection than a audio interface type of connection. The USB is just a way to transfer files and back up.

Unless the product is specifically designed as a PC audio interface all the USB connection does is allow the the unit to be visible like an external hard drive, not just Fostex, all of them. But I suspect eventually this will become a user option on stand alone workstations or they may just find themselves totally obsolete. It may very well be the next generation, merge both worlds.

If you have a firewire interface on your PC, I currently have an Alesis io26 8 channel recording interface for sale on the forum. That will give you 8 channels for recording.

(My brother and his wife have been here for a week and just left this morning for Mechanicsburg. They could have delivered it to you).
