Question: If your pickups are not hot enough and to rewind them would make them not fit the seat without routing out. Could you put a resistor between your steel and the pedal to up the impetance?

All a resistor will do is lower the output. If you want more signal (that is, a "hotter" pickup), a resistor won't help you. A preamp or an amplified pedal will also boost the signal. All that said, yes, a hotter pickup will give more signal, but that shouldn't be a problem with modern amps. If the output from your pickup is very low, there's a good chance it's open or partially shorted. If that's the case, simply rewinding the pickup to near-stock specs should correct the problem.
