all I could say is get a CARTER...he he
Is the one out there that is more reasonable
maybe we could swap pickups...

I think the best pedal steel is one that fits your budget, and one that can grow with you. The name does not matter.
To really answer that question, you have to ask your friend what type of music he wants to play. It seems that all of the student models are e9th. Does the guy like sacred steel, or jazz? Maybe he would like a U12 or a double neck with C6th. If he just wants to learn e9th then a single neck e9 tuning with a pad is a good place to start.
The student models are usually fixed copedent, meaning you can't change the setup.
If he is not sure if he is going to stick with it, then I wouldn't advise spending alot of money, and maybe a carter starter would be a good choice for him - he can easily sell it if he loses interest. But if he has the pedal steel fever, I would recommend nothing less than a pro model if the budget allows.
Just my opinion. No one on here is going to tell you that any particular steel is the best, because that is left up to your own eyes and ears as to what you personally want in an instrument.

If you're a beginner, you really shouldn't be fiddling around with the pickups. |

I really like my GFI SM10. It has 3 pedals and 4 knees and is sturdy enough to gig with at least a couple times a month. _________________ Jackson Blackjack

I can only speak for myself. I had nobody to council me, so my first steel was a Harlan Bros. Multi-Kord iwth 4 pedals, no knee levers.
Look at the price of a new student model steel, and then see what you're getting, then price used steels, that are in the same range. You may find a better guitar with more capabiliities, tone, and resale value. Most players eventually sell and buy...sell and buy.
