I asked this in a thread in Tablature about one of the songs in the video. Nobody answered in that thread and I am hoping someone will see it here and identify the steeler.

OK, I'll take a shot, FWIW. I think the musicians in the video are just miming the track, and the steel licks sound very Pete Drake to me.

Dale, here is a reply on that video's feedback that seems to make some sense about who's playing in the video..I tend to agree with him.

pedalman (2 months ago) Reply Thats HOWARD WHITE ON STEEL GUITAR, BUT HES NOT PLAYING COS THAT IS DEFINITELY PETE DRAKE FROM THE ORIGINAL RECORDINGS THAT YOU CAN HEAR.

dale, that was taken from a movie, i forget the name but it had many grand ole opry acts.
one of the better quality country music movies of that era, though the plot lacked thickness i believe.
it should'a had more music.

I think the movie was probably "Second Fiddle To a Steel Guitar." I bought the DVD this summer, and the announcer and the band are same as in that movie.

Amen on that Steve, ol' Carl was country to the bone! My favorite tune of his is "Honkytonkitis"
with that great line "If you don't change your way of living, you'll get Honkytonkitis in your soul"....JH in Va.

Carl and Pearl were from Knoxville, Tn, played on the mid-day merry go around, hosted by Loyal Blanchard. A live show evryday at noon, broadcast from the Andrew Johnson Hotel down town Knoxville, at that time Carl and Pearl had out the hit, "The Knoxville Girl" big hit for them. That was traditional country at its best. "Don't Let me Cross over " was one of their biggest hits..
