If your an idiot like me and you need to change a .bmp to a .jpg or other format for the forum or resize a photo for the forum; this free software does both!!

Interesing. Here's another one, nowhere near as fully-featured as what you posted:

(Look for the one called "Image Resizer")

If you are looking for something that will let you do some more advanced editing (photo retouching etc) that is free, Paint.NET is great as well.

Small and fast but can do most things.
