Actually, Billy changed his question from WHO they are (which is obvious to probably 90% of us here) to WHY THEY ARE IN THE PICTURE.
My answer is probably because someone wanted them there. It is a neat pic.

I would hazard a guess that they are there in order to demonstrate persuasively that Nudie suits look good over any type of shirt. (Or do they?)

Those were the jackets I had made and wore with my band Stetson in the 90s. Jamie in Calif tailored the one that Jay Dee has on. I had a friend do the embodery work, I put the stones on and then had someone tailor it. Jamie does Dwight Yokhams jackets.
