My paypal wouldn't work and said I needed to confirm my address. I contacted them and here's the reply. No way am I giving them a credit card.

A Confirmed Shipping Address is either an address at which you receive
your credit card statements, and is checked by our automated system to
verify the billing address of the card, or an address that PayPal has
confirmed through an *Alternate Address Confirmation process. In
general, most non-U.S. addresses cannot be confirmed at this time.
To confirm your address immediately, add a credit card to your PayPal
account. If your billing address passes our verification system, your
street address will be automatically confirmed. If you are required to
complete the Expanded Use Enrollment Process, your credit card will be
activated, but your street address may not be confirmed.
Please Note: If you are automatically approved for a PayPal Plus Credit
Card, eBay MasterCard, or a PayPal Buyer Credit account, the address
used on your application will be confirmed on your PayPal account.
If you do not have a credit card billing address that matches the
address you would like to confirm, you may try to confirm this address
through our *Alternate Address Confirmation process. However, this
process does not guarantee that your alternate address can be confirmed.
*The Alternate Address Confirmation process is currently not available
to non-U.S. accounts.

Here is what Paypal has listed as the means for confirming your legal street address, in the USA.

If you go to the Alternate Address Confirmation page you will read this:

* Have a Buyer Reputation Number of at least 10
* Be a Verified member of PayPal (add and confirm a bank account)
* Be a domestic user in good standing
* Provide an address that is NOT a P.O. Box
If you qualify for AAC, we will mail a secret code to the address you are trying to confirm. After you enter the secret code correctly into the PayPal website, you will need to fax several documents to PayPal. Once we confirm these faxed documents, your address will become Confirmed. |
I should point out that where PayPal mentions adding a credit card, you may also use a debit card, as long as it carries a Visa, or Mastercard logo and has your mailing address listed with your bank.
Most eBay sellers who accept PayPal refuse to ship to unconfirmed addresses, for their own protection. PayPal will not insure them against fraudulent purchasers if they ship to an unconfirmed address. I ship to unconfirmed addresses all the time. Of course, the Forum's packages are "small potatoes". If I was really "in business", I might have a stricter policy.
As a customer, I'd rather give my credit card number to PayPal than to some small internet store. A lot of these little businesses send credit card numbers from the shopping cart program to the owner via email. Even if the little lock icon says it's a "secure site", this happens after you've made your order, and it's a very insecure practice.

The CC numbers would only be sent to the merchant using encryption or scrambling if the cart is set up properly. |
