wierd, but wonderful.

let´s take a look at all the two string combinations
6,5 C#E 3 semitones
6,4 C#G 6 semitones
6,3 C#Bb 9 semitones
6,2 C#C 11 semitones
6,1 C#D 13 semitones
5,4 EG 3 semitones
5,3 EBb 6 semitones
5,2 EC 8 semitones
5,1 E,D 10 semitones
4,3 GBb 3 semitones
4,2 GC 5 semitones
4,1 GD 7 semitones
3,2 BbC 2 semitones
3,1 BbD 4 semitones
2,1 CD 2 semitones

You can get any interval from 2 semitones up to 13...except an octave.

Seems to me this tuning wasn´t invented by just twiddling tuning knobs to see what sounds came out. Definitely designed by a thinker.
