I recently got a blues pedal and only used it a few times. I noticed the intensity seems stronger when the pedal volume (level) is up higher rather than just setting the amp louder. To get the most out of a pedal, should it's volume be set relatively high and control the volume with the amp or guitar? I noticed the same quality on the distortion pedal.

That's typical with most every device. Juggle the effect volume and the amp volume to get the amount and type of effect you want. There is no "right or wrong" way, there are just different ways to use whatever we happen to have.
