Rob has quite an interesting style ! It's amazing how many different styles can be achieved from the steel guitar, (unlike many other instruments). I'm making an educated guess, he is probably using the A Major tuning. Very original and unique throughout.

No, that's pretty much straight dobro G tuning. At least it seems that way when I play along with it.
edited to say: I've been breaking this apart and it is definitely G tuning, although I'm playing it on 8 string G6 dobro.

Rob Ickes uses High Bass G tuning almost exclusively. The "weird harmonic thing" is done by picking a natural harmonic (really hard), touching the bar (gently)at the same place,and then sliding the bar up or down while the harmonic note is still ringing.
Acoustic Guitar Magazine had an excellent tab of this song a couple years ago. It might still be availible as a back issue.
The original recording is on Blue Highway`s gospel album, "Wonderous Love".
