The steel intro at around 15 seconds into it, before the tremelo'd guitar comes in.

Also, are there any effects used besides reverb? How does one get that tone?

The song is "Frontera" by Calexico, off the 1998 CD "The Black Light". According to this site Neil Harry played pedal steel on this song.
It should be easy to play in open E tuning. You might try posting on the Calexico fan forum to see if anyone there knows more.

Ahhh. That explains it. Pedal steel is the "effect" I'm hearing. That's a great sound.
