Gary, in a nutshell, (1)Tune the Raises with the Tuning Keys, (2) Tune the Opens with the top row of allen screws and (3) Tune the lowers with the bottom row of allen screws.

The raises and opens are backward from an all pull.

Jack, you are close. Tune open with the bottom row of screws and the lowers with the top row.

There's a lot to tuning a P/P to get the most from it and have it play easy and smooth. The fingers must touch the body at exactly the right time and the pedal stops pretty much the same. Tune the dominant raises (those which raise a whole tone : strings 3,4,5,6,8 & 10) first, starting at the tuning keys. Bottom holes are for open tuning and the topholes are for lowers. Ask Bobby Bowman in my book he's the master!!

The secret to all this is, the changer must be tuned properly for all the rest to work.
The good news is , once set up right, it takes very little to keep it running smooth and in tune. just my two cents.
