Ron, A lot of Steels like that were a 23" scale but I'm sure someone will have the measurement for you. I have followed quite a few auctions and with the finish as it is I wouldn't expect it to go over $200.00. Of course I could tell you that and then bid $201.00 myself . (I am not bidding).
As for the refinishing thing: In my opinion, it wouldn't make much difference to the value of this lap steel, maybe a $50.00 difference. It looks like you would have to do a little filling and in looking at it a while it appears to be a painted fingerboard (try enlarging the bottom right photo) so you would have to mask it or be prepared to do some accurate masking for each fingerboard section.

IMHO the HARMONY was not much of a guitar. This is a student model and mediocre at best. I sold a lot of them back in the late forties early fifties when I was in music retail. (I often wonder where they are now ?) Any refinishing might enhance it physically, but it will still be a HARMONY. |

I decided against it as it sounds like it is just a so-so guitar, not worth the effort, especially with the screened on frets.
