I have a old starday 78 here of the "western cherokees" was wondering who was doing that great lap steel work. the song is " cherokee steel guitar"

This band had several different names and a bunch of different steel players in the early to mid 50s--including Curly Chalker, Pee Wee Whitewing, Jimmy Biggar, Bobby Black, and Bobby Garrett.

That particular recording is from the latter half of 1953, and is almost certainly Bobby Black, at about 19 years of age. The band's releases on the Coral label from 1951-1952 are equally as good, and have Whitewing on steel, just before he joined Hank Thompson's band. Black replaced Whitewing.
