I am looking to aquire a steel for a "would be southpaw steel player" here in the uk, the guy has never played before but he is very keen and I would like a reasonable pro standard guitar to get him started on.If I have to float across the pond to get it for him thats ok (I have done it b4)

John,
Pedalmaster makes lefty steels:

I suppose you have already heard about how most lefty's play right handed steels ( Lloyd Green for one) because it doesn't make any difference.
Left handed steels do show up on the used market. I found a fantastic lefty EMCI for a guy not so long ago.

Jerry Fessenden makes amazing guitars and has made a few lefty models. Also Eddie Fulawka and you can try Al Brisco at Steel Guitars of Canada,I know for a fact he can set people up with a nice left handed guitar.
