With a 24.5" scale, you can just buy a C6 pedal steel set and use the high eight strings.

John Pearse has individual-strings available at very reasonable prices! http://www.Jpinfo@aol.com
This is my choice for 24½” Scale C6:
G .012p
E .015p
C .018p
A .022p
G .024w
E .030w
C .036w
A .044w

I like to use .016 to .070, like these:
http://www.juststrings.com/jps-7600.html

I tune (hi-lo): E-C-A-G-E-C-A-C

I sometimes raise that low A to Bb for a C13, ala Junior Brown, or sometimes lower it to G, but most of the time not. That really low C is critical for an 8-string, C6 Hawaiian tuning, IMO.
