I am looking for recommendations for a contemporary rack unit that does everything a Profex does, but without the noise, and with a built-in power supply and an AC cord.

I'd want something that is quiet in the studio (very low hiss), has high overhead at the input stage, high sample rate, and allows one to stack multiple effects, such as chorus, flange, tremolo, delay, reverb, octaves, envelopes, compression, multi-band EQ, etc, into about 64 user memory slots, and have a midi footswitch controller to switch between presaved effects combinations.

I have been reading a few spec sheets and have found that a lot of rack effects units only allow 2 to 4 effects to be stacked, whereas the Profex seems to have no limit. Also, the profex has series or parallel combinations. What modern unit allows that, at a similar price point?

The Roland is in there but you can send the Pro-Fex to Peavey and they can put a Mod Kit in that'll keep it quiet. Mine is going in next week.
