Its a C#7(or 5 sharp chord). There are a couple of ways to play it; but here is how I do it. Over that chord; he is making it a suspended chord and back to a 7th chord.

1.______|_____________________________________________________|
2.______|_____________________________________________________|
3.______|_5(7)_5~~5(7)~5______________________________________|
4.______|_5(7)_5~~5(7)~5____________________10(7)_10~~10(7)~10|
5.___5__|_5____5~~5~~~~5__11_11(5)~11~11(5)_10____10~~10~~~~10|
6._5____|_5____5~~5~~~~5__11_11~~~~11~11____10____10~~10~~~~10|
7._____5|_5____5~~5~~~~5__11_11~~~~11~11____10____10~~10~~~~10|
8.______|_________________11_11~~~~11~11______________________|
9.______|_____________________________________________________|
10.____5|_____________________________________________________|

3.________________|
4.________________|
5._5~~3___________|
6._______5___3____|
7._____________~5_|
8.________________|

Remember; to play more than three notes at the same time; play the top notes of the chord with finger(s), and rake the thumb up at the same time so all notes of the chord ring together.

Hey Earnest; I believe the song in question is on the Night life albulm by Ray Price. It's call "Bright lights and blonded haired Women".
