I am a guitar player and also play lap steel in the band, and now want to buy my first pedal steel. I have narrowed it down to a Jackson Maverick, Justice Pro Lite or Stage One Encore and would love some advice. Are there others I should consider? I would like to keep the cost under $4K.

Those are all great first guitars. I would add Mullen's Discovery.

I am in the Dallas Ft.Worth area. I have a Justice Judge Model that you are welcome to try. It is pretty close to the Pro Lite as far as components and feel.

You have listed quality student model guitars, but $4k can get you a righteous good used professional guitar here on thr forum. Having the best possible instrument will definitely assist with the learning curve.
