If I wiggle the amp, the reverb makes the usual sounds. The pot seems fine, hums when you turn it up but no reverb in the speaker when playing. Could this be a faulty tank and could I swap the tank from my old Webb?

Close this please. I found a broken wire right at the crazy little plug going into the input side of the spring. Couldn't figure out how to get the wire onto that plug so luckily I had an old tank that I robbed the plug from and spliced it in. Sproinging like crazy, mission accomplished
