re: figuring out why this happened, on many guitars I own or have worked on, the split tuning screws are metal on metal and fit fairly loosely and do not have a lot of friction holding them (the way the nylon tuners are tight and aren't going anywhere without firm pressure and a wrench). They are often finger-loose and can walk. It is perfect plausible to me that's why this 'do not touch' adjustment needed to be touched. Also, the location of the split tuner on the 'lever' is at the worst possible place regarding fine-tuning. The tiniest adjustment is multiplied many times compared with the nylon tuning nuts.

If/when you become interested in the combination of the B pedal and this lever, the procedure for tuning the 6th string so that BOTH the combination G is in tune AND the lever-alone F# is in tune, is simple to describe and to execute.

edited to add ---- if your only interest is the G# > F# then the split tuning screw is not needed and should remain backed off and out of the way.

I will say this, that the screw has in there SO TIGHT at first I thought there was LocTite. This looks like a #6 set screw. The head of the set screw was some odd ball size. I work on electric guitars, and have most every hex wrench available, but damnded it I had this size. I bought an entire set of wrenches from 3/32 up, and 2.5 mm up. ALL of them were too big.

I found a key that "fit" but I was so afraid to either strip the head, and/or break the wrench. Said a prayer and finally got it loose. Nonetheless, it worked, it's out, and the F# is right on.

A guitar with split tuning screws, Is a whole different mind bending animal.
The split tuning screw stops the lower travel, When the screw makes contact with the guitars changer finger, On a lower. It has a use in special split tuning, But can also cause problems. When not being able to see the whole guitar.
