Is this a ShoBud changer???? looks like to me, it's in an Emmons SD 10.

Sure looks like it but SKHs had similar changer.

it looks a lot like a Sho-Bud Pro III changer tailpiece, but the mount holes are in the wrong place. Same thing if it were cut down from a regular Pro series tail piece.

The Pro III tailpiece above is one I have, but I found a pic of another where the casting is a slightly different, the shape and mount holes look like the changer in your pic:
