This guitar was waaaay out of tune and I have it back with one exception. 4th string. I get the F# tuned the D# is out. I think raising to F is ok. I don’t see a way to fix that with the top row of screws and the tuners. It doesn’t look like the rods have been readjusted underneath. Any advice helpful as I have never seen a guitar like this.

From the picture.
The row of hex headed screws looks like they are split tuning stop screws, For string lowering splits.

Check the 8th string to be sure it lowers proper. The 4th and 8th both lower to D# in most E9th tunings. And can affect each other in raise and lower.

The 4th hex headed screw looks like it is screwed in farther than the others. And won't let the finger lower to the D# note.

Loosen the 4 string hex screw a few turns and (keep track of number of turns), So it can be returned if it does not solve the problem.
This will allow the bottom of the changer finger to move more to the rear and allow the string to lower to D# note.

Yep, looks like a Marlen. With the window divider cut out.

I’m really getting nowhere, even with all of this great info. A couple questions. The 8th string lower is in the bottom hole of the changer. The 4th string lower is in the 2nd from bottom with the raise rod in the bottom hole. No matter what I do the 4th string lower rod will not move the finger. The lower rod is very short through the finger. Any of this ring a bell?

It has been quite a while since I had a Marlen on my bench and it is difficult to visualize well. It was a very challenging guitar to set up. More complex than a push pull.

Consider the possibility that the raise nut does not have enough slack to allow the finger to lower. Try backing off the nylon raise tuner. See if that allows the lower to work. You may need to back it off a lot, then compensating by increasing the pedal throw at the rocker where the pedal rod attaches.

Also be sure that the lower return springs have enough tension.

I'm just throwing that out there -- like I said, it's been a while and without having it right here, it's just a faint mental image that I'm working from.

I’ll try this tomorrow. The raise rod is short coming thru the changer. I plan to get some slack there so I can release the tension at the finger, allowing the lower to work. Fingers crossed! Thanks.

It's a Pull Release changer so there needs to be enough slack in the C pedal raise rod to allow the 4th finger to drop a semitone when its knee lever is activated.

Sometimes, to get enough slack in the 4th string raise rod,
the pedal travel of the C pedal has to be increased, and the raise collar re-adjusted to accommodate this increased travel

When the collar has been reset, and the C pedal is in its '
'at rest' position, there should be enough slack in the raise rod to allow the 4th string to drop a semitone

A picture of the slack in the C pedal - note the gap between the bellcrank and the collar circled in red.

Once the slack is set to allow for the E lower, the C pedal travel might need to be increased to reach up to the F#. (green arrow)
