It appears to be only a lowering lever.

If you have the normal ABC E9 pedals in addition to the single lever, I would say the lever should lower both Es to D#

If the knee lever lowers strings 4-8 from E to D#. It has uses in the E9th tuning.

The Lever that lowers strings 4 and 8 is called the D lever in chord charts.

The D knee lever makes same minor chord 5 frets down from from the A pedal minor position. 2 frets down is B and C Pedal minor.
Example: Chord G, Bar 3rd Fret. A Pedal Em, Bar 8th Fret D Knee Lever Em, Bar 10th Fret B & C Pedals Em.

The D Knee Lever with B Pedal makes a 7th chord.
Example: Chord G, Bar 3rd Fret. B Pedal D Knee Lever is D 7th Chord.

A Mel Bay E9th Chord Chart is a road map of the E9th neck. It is in the Forum Store Top Left corner under Instruction.

Good Luck on your journey with Steel Guitar, Happy Steelin.

The picture shows it lowering the E's. I wouldn't change a thing.
