I have a small 99 Lb female student with small hands, the regular finger picks overlap on her fingers. Does some one make smaller or children's finger picks?

Hi, Tom. Overlap isn't the worst thing in the world... they overlap a little bit on my thin fingers.

Having said that, Pro-pik makes a 'small' for "women and children," as they say in their description. I got some of these for a student but she didn't really like them -- but they may be just the what your students needs:

https://www.banjoteacher.com/banjo-supplies/banjo-picks/child-sized-picks/

Here's a source I've used for other picks with good results.

I also have a set of 3 Perfect Touch finger picks in small size that you can have for the postage of about $10.

2 wing style and one wrap style in the box.

I got these for my daughter when she was young and learning guitar - https://pro-pik.com/collections/fingerpicks/products/propik%C2%AE-small-medium-fingerpicks?variant=32415798231180

This link is for the small ones, and they worked well for her. She'll need to decide between nickel-silver vs. brass, and single-band vs. split-band. I like the traditional single-band - the split-bands are comfortable but I find it harder to keep them on.

They have these at Elderly - https://www.elderly.com/products/propik-nickel-fingerpick-696?variant=26854347931712 - but price is same as direct from manufacturer at $7 each. That's double what they were a few years ago.

She particularly liked the Fingertone picks like these - https://pro-pik.com/collections/fingerpicks/products/propik%C2%AE-fingertone%C2%AE-fingerpicks?variant=32416036913292 - but I don't see them in small anymore.

Or these Dunlop picks...available in smaller quantities elsewhere and in other gauges. https://www.jimdunlop.com/nickel-silver-mini-fingerpicks-025-in/
