Found an article about a super creative Japanese Steel player Hiroki Komazawa. I've seen his name come up a few times here, but haven't seen this album shared.

If I understand the article correctly all the sounds on that record are made with pedal steel, studio effects available at the time, and a tonne of multitracking.

I also believe it is him playing on Akiko Yano's Iroha Ni Konpeitou and some of her earlier records. Great uses of pedal steel in a pop/jazz context.
